The Fuel Testing Laboratory (FTL) was established by the Ministry of Petroleum & Natural Gas (MoPNG), Government of India, in compliance with the directives of the Hon’ble Supreme Court of India as an independent fuel quality testing facility. Its primary mandate is to monitor and ensure the quality of automotive fuels in the National Capital Territory and National Capital Region (NCT/NCR), thereby supporting efforts to reduce vehicular emissions and improve air quality. The operation and management of the FTL have been entrusted by the Ministry of Petroleum & Natural Gas, through the Petroleum Planning & Analysis Cell (PPAC), to CSIR–Indian Institute of Petroleum (CSIR-IIP), Dehradun. The laboratory routinely analyzes petrol, diesel, and kerosene samples to verify compliance with the prescribed Bureau of Indian Standards (BIS) specifications. These samples are collected and submitted by Government Enforcement Agencies and Public Sector Oil Marketing Companies from across the NCT/NCR as well as other regions of the country.
